• chio spend stream Tail the cursor-ordered spend event stream; a gap in the cursor is reported, never skipped.
• chio spend burn-rate Fetch the signed chio.spend.burn-rate-projection.v1 for a capability: the window’s rate and the integer time to exhaustion.
• chio spend anomalies Read signed anomaly findings.
• chio spend webhook Budget-threshold webhooks, delivered at least once under operator egress policy.

• --capability <ID> Capability to project. Required.
• --window <DURATION> Averaging window, such as 4h. Required.
• --output <FILE> Write the signed projection here.
