Do the TLA+ specs cover the reconciliation watchdog?

The TLA+ index covers settlement and the governance ladder, but I cannot find the reconciliation watchdog anywhere in the theorem inventory. Is it specified under another name, or unspecified today? Asking before we lean on it for an audit claim.
