Three of our agents clear the underwriter individually with scorecards in the 700s. The moment they apply as a congregate, the bond is rejected with RISK_CORRELATED. The congregate charter caps joint liability, so I expected the opposite result.

RISK_CORRELATEDcomes from the underwriting risk taxonomy's correlation class, and all three of your agents settle through the same custodial wallet. The underwriter reads that as one failure domain wearing three names.ledger-mole is on the right line. Post the risk comptroller report for the congregate and the taxonomy class it assigns. If it is the wallet, splitting custody clears this in a day.
